According to the Annual Summary Report of the State Labour Inspection Office (SÚIP) for 2025, a total of 6,278 inspections were carried out during the year, primarily targeting illegal employment and related breaches of labour law regulations.

These inspections resulted in the identification of 2,484 illegally employed individuals and 320 cases of disguised employment agency activities. The most common violation involved the performance of dependent work outside an employment relationship, which inspectors detected in 1,520 cases. In terms of employer size, illegal employment was most frequently identified among smaller employers with up to 49 employees.

A significant area of enforcement once again concerned the so-called "švarc system", whereby dependent work is disguised as a commercial or civil-law relationship. In 2025, the Švarc system was uncovered in 140 inspections, involving a total of 311 cases.

Employers should therefore continue to regularly review their arrangements with self-employed contractors, agency workers, and business partners, and pay close attention to whether the actual performance of work exhibits the characteristics of dependent employment.
