Senate approves Housing Support Act

The act aims to establish a functional framework to assist people in housing distress. The support is designed to provide counselling and supportive measures — going beyond mere advice to include housing mediation and maintenance assistance. Municipal offices with extended powers are expected to play a key role.

A new feature is so-called guaranteed housing, where the provider enters into a contract with the apartment owner and guarantees the rent if the eligible person fails to pay. Contracts must be signed for a minimum of one year, and participation will be subject to both household income and an assessment by the Labour Office.

In addition to housing support, the law introduces practical changes for landlords. Among other things, it establishes a new type of court decision known as an eviction order. This allows the court, based on a lawsuit and written evidence, to order a tenant to vacate the apartment without scheduling a hearing. If the tenant does not file an objection, the decision will become quickly enforceable.

The law also addresses rental contracts. For example, agreements on delivery via data mailbox will no longer automatically be considered unreasonable. Changes will also appear in tax relief, pension fund investments in housing, and the possibility of disconnecting non-payers in homeowners' associations (SVJ).

The law is proposed to take effect on 1 January 2026.
